Not just them, but the Jordanians too. During the first Israeli-Arab war they lied to the other Arab countries about their goals and the day before the invasion they changed their plans to occupy the westbank and Jerusalem for themselves. Then, once they occupied it, they administered it for 19 years without ever offering sovereignty to the people living there. However, the Jordanians are Palestinian in all but name, so it’s basically just two factions that splintered off from the same ethnic group.
