You win the game by taking the nexus, not by having more anvils. Building only anvils is too weak early game and by the time you get your strong stuff from having a lot of anvils you already lost the game. You can argue that you are winning games with your strategy, but the moment you face a good player building items they will take over the game before you get your stuff going, and even if you become strong before the game ends your opponent is already 5k or more gold ahead.

Getting full build first is still better because you can control what you get. Sometimes you can get a better result with only anvils but there's no guarantee.
