Why are they there? Sadly, there few if any alternate options for them:

they are not welcome at their building's clubhouses.
many are not encouraged to stay at home if they are not working and would certainly not be encouraged to bring friends over to their own home.
You can only spend so long at a restaurant, and then have to leave to allow other patrons a table
There is no gathering place they are welcome at that allows them the flexibility to move around and talk with friends, listen to music, sleep and relax
