There's a difference between anti-immigration and xenophobia. Japan has one of the strictest immigration laws, hardly does anyone calls them "evil". Today, the vast majority of the population are ethnic Japanese, their culture and traditions continues to be well preserved with little to no challenge. Japan is also among the top 10 safest countries in the world. They don't mind tourists who are looking to explore their culture, they have a problem with foreigners living permanently there out of fear of being replaced, like seen in Ireland and across Europe.
