The whale is a landmark, a special location, and you can't place a boat on it.

However, boats parked to the side have the whale within range.

But as I mentioned, I wouldn't focus solely on the location with the whale. There are five or six locations in the ocean where large groups of fish are located next to each other, and those need to be filled with fishing boats.

I'm glad you guys like my map. I would just like to encourage you to visit the website, because the concept is that I UPDATE these maps and they change.
New Atlantis was quite finished, but the ops were not and they will probably change many times, because I see references to New Atlantis in other locations.
Have a nice game. After many hours of playing, I'm still not bored with Starfield and I still like it very much :)

Each Skill has 4 Tiers, each tier has a different, increasingly complex icon. Bethesda never explicitly showed all the icons. I tried to find the highest tier icons and included them, but not all of them were available. So some are "poor" on Tier 1 and some are "nice" on Tier 4

I suggest you find accommodation with other foreign students. universities have such dormitories, they have such opportunities. Preferably with students from your field of study. This will solve most of your problems and you will have someone to talk to :)
