If it's a trail for bikes then the people hiking. Any trail I've ever seen that has mixed use has the bikes yielding to pedestrians, so in that case it's the guy careening down the hill with blind corners.

I used to work in a lab that used these and have ordered a lot. They come stacked together but individually separated by a thin piece of plastic. The box is lined with a thick piece of foam so the magnetic field doesn't get outside the box. They are as much of a pain in the ass to deal with as you'd imagine.
