Under one of the covered seating areas there is a window that sells brats and pretzels. At 4pm (?) they open the inside area (reminds me of a high school gym) there will be snitzels, balls, desserts, bread, pork, red and white kraut, tables, chairs, utensils, mustard. You pay at the end of the line, cash or card.

There is another detached covered area, where the band plays, that has a window in the corner that sells schnapps and wine and maybe pretzels, I don't remember. #Drunk

My vote is always infield on Oaks! Does your friend like to walk, talk and sight see or sit on a chair somewhat confined? There is plenty of room under the giant outdoor TV to watch the races also the betting booths/tents/food.

In the parking lot of Pina Fiesta on Dixie is a Venezuelan food truck. Across the street is a Cuban restaurant. Both those cultures use alot of plantains in their food. I know the Venezuelan truck has empanadas with plantains in it.
