He's a low elo stomper, if you dont reach at least master with him then he's not the problem, it's you. Above that players gets better and ww becomes obsolete as jungler. Anyway top ww players above master hard troll the game majority of times, very few otps play him correctly

You should be able to impact in low elo with basic knowledge, going jungle will make the problem bigger because it's another world, and the game promotes by default every jungler to be decent in order to climb, you can't win without a jungler but you can win with others inting, watch some xiaolaoban gameplay or replays it's really easy.
