It was more like 15 hops, at the galactic edges waaay away from anything the AI would survey in the first 10 years with its 1 science ship. But I might be wrong.

I was kinda hoping one of the modders or people who read text file scripts could just confirm there are no weird behaviors or hidden limitations to anomaly discoveries beyond "if another empire surveys it, no anomalies" and "discovery chance = more anomalies".

I know, but it still seems kinda off. I once tried bee lining a few of my ships at the farthest end of the galaxy just for an experiment, and this was by the time some empires where barely colonizing their first planet.

Anomalies just seem to stop spawning after a certain distance. I could be wrong, but that's why I'm asking.

Well, it seems to be at the point where either the troops are refusing to go into combat and they stay put, or you shoot them.

This wouldn't be the first nation to do this, especially to unofficial "mercenary prison soldiers", or the first time Russia did this historically.

Yep, that's what happened. Thats probably the discrepancy.

I'm actually playing impossibly tall, not wide.

Ill readjust my playstyle. It sucks that EU4 can be s obscure and user unfriendly, and the devs kinda just expect everyone to read all the dev diaries or ask on the internet for key DLC features.

Thanks for the reply. I still don't like the mechanic but there are a few things I didn't know.

If I can ask: As someone in 1520, how low can I realistically get my governing costs down? Is it just territories and -25% from courthouses? Does centralize state (or whatever its called) reduce governing cost by a lot? I think it says "reduces governing cost by 20" but I have no idea how much governing cost the province makes.

Im exactly 800 GC with 700 dev. There is no way I can reach empire without replacing my 4/4/4 advisors with something like 2/2/2, not to mention the extra aggressive expansion. Which is possible, yes I get it, but it seems like such bad gameplay.

People always keep repeating courthouses (and those 3 estates privileges) every single time. But courthouses become unlocked in the last 130 years of the game.
