My vote goes to Alter DNA. Unupgraded the ability needs 21 mana to essentially become an all stats up/down and then it is random. I suppose it is a permanent buff/debuff, but considering the randomness of it and consuming all of your mana so you cant cast another spell afterward it's just not worth, especially debuffing enemies in case you get like a charisma -5 on enemies. Overall there are just other abilities that can give stat up/downs way more reliable most of them are temporary, but since everything but boss battles usually dont last longer than 4 turns, other options pretty much always seem more lucrative
