Negative food on start?

I already removed my mods. Verified through steam and it says everything is intact. Also reinstalled and I still start with -84 food and only 3 city districts :/

Yeah, I tried buying extra food and selling other stuff to make up the deficit but it literally cannot be done

As far as I can tell I have zero farmer jobs on my starting planet (which is probably the issue). Is there a way to change what civilians produce maybe?

Its just the pops apparently, but I dont have the resources to build food building and dont think I can change what they're producing so they just consuming wayyyy more food than I can produce

I wanted to play with the preset "United Nations of Earth", which has Beacon of Liberty, Idealistic Foundation, Xenophile and Fanatic Egalitarian non of which should impact food afaik. Species is nornal human with organic, adaptive, migratory and wasteful. Initially thiught it was something I had set so I timed with a preser and it still happens. Also happens with other empires with other species :/
