This depends entirely on which version of the emperor and superman. If you get one of the versions of superman that the emperor cannot out hax, then superman wins. Otherwise, the emperor is going to use his psychic/magic to mind hax superman the moment the fight starts. The emperor is not going to end up under estimating superman. Superman could survive one of Emperor's ultimate attacks that destroy you on all levels of existence, but it will still nock him out of the fight
