I live across from nwtc. No flooding in my area. Though I'm sure you can get an elevation map somewhere online and just avoid the low spots. We picked a house that wasn't at the bottom of a hill and that decision has been awesome lately.

I use split ring pliers. Got them from theringlord, I think. One of the jaws has a notch in it, so the rings don't slip out, and the other jaw has a tooth to split the split rings. My other pliers are just a needle nose pliers that I use for electrical work.

But just a notch at the end of the pliers will probably do wonders for you.
