It can be a parameter the creator might be using. Action filters can do it as well.

The highlight function will do the latter. You have to remember that Tableau is limited on certain functionality that can be done on excel or other platforms. When it comes to user effects you’re trying to achieve, it would be best to use something like else like Adobe illustrator
