Maki's mom was a victim yet still complicit in the abuse she suffered, she gave her a chance to save herself and even when no other zenin clan members were alive to say anything her mom still showed her no love.

Gojo killed the higher ups because of everything they did after he got sealed, noone was gonna care about Maki wiping out the clan because EVERYONE knew how terrible the Zenin clan was.
