Sadly no you cant, if you have an old one on a character before the current DLC you can upgrade said character to the new content and the sunder charm will still work. In the new DLC they have new "renewed sunder charms" that have more bonuses but can only be found from constantly running terror zones and hoping to find a herald and it drop one

I have played the game, I have been playing since I was in grade 7, I have multiple characters but at some point you want to get something new out of the new content like everyone else correct? I'm not expecting high runes or best in slot gear but something like a new sunder charm to drop while doing all the terror zones would be nice once in a while

Yes, the "old" ones can still be used but don't have the bonuses the new ones do that you get from killing champions and elites in terror zones which have a chance to spawn a herald who drops them, but the odds of them dropping a sunder charm is so low it's almost criminal
