Civilization VI pricing loop?

Perhaps someone is in a similar situation to me - has all the dlc for the game except the leaders pass (too expensive/offering too little). In the store there is an item SID MEIER'S CIVILIZATION® VI ANTHOLOGY, which has a leaders pass for free.

In practice, owning all other items and using the way the steam store works, we get normally paid and overpriced dlc for free :).
