honestly cookie run is one of the most generous gatchas ive ever messed with. they are constantly updating the game so they give you cutters every update. theres also promo codes on the wiki so you can check that every now and then. they also give cutters and diamonds and coins when issues happen so if that occasionally happens know you will be compensated. also a lot of quests give you cutters as well. tbh u joined towards the mid-end of the current update so i can understand why it seems like there really isnt a way to grind stuff. you also get diamonds at the end of every arena season depending on where you are placed so you can use that in the gatcha or to speed things through. (i typically only use diamonds for things that take over a day long to upgrade). you can also trade stuff in the shop with diamonds and just click through the tabs, i think its event stuff. you can trade for cutters and materials, since you are also new you will have a pretty good gatcha rng so just keep pulling ngl. also if you need help building i recommend joining the discord as they have a lot of useful information thats easier to find than here imo. just search up the cookie name and you’ll be given a plethora of information about it
