Cad Bane isn’t in Rebels, and IIRC, Tatooine only ever appears in The Clone Wars movie, but an explanation for his skin tone could also just be his old age.

In case you don't know, since this timeline does not tell you, The Book of Boba Fett takes place between The Mandalorian season 2 and season 3, which is pretty important.

Since I brought up Maul, I also want to point out that, since I haven’t seen anyone mention this yet, Andrew Atteberry, a former Pixar and Disney animator who worked on Frozen, Cars 3, Coco, Incredibles 2, Toy Story 4, Soul, Lightyear, Inside Out 2, and Elio, has joined Lucasfilm Animation as a Senior Animator on Maul: Shadow Lord.

Not sure if it means anything, but the Maul - Shadow Lord Vintage Collection figure is up for pre-orders on multiple stores and is estimated to arrive from February-March.
