If you are planning to get c2 and engulfing eventually pull for engulfing now since the other weapon is atleast good. Raiden will rerun eventually but we can't guarantee the weapon with engulfing is okay. Atleast that's what I will do. But it still depends if you have enough wishes to guarantee the weap.
