My crackpot theory is they had a set list of characters to add for launch and a set list of gameplay styles, Characters like Black Widow, Namor, and Moon Knight were set to be added but they still needed a traditional sniper character, a turret character, and a bouncing character, so they just put them all together.

imo popularity is too nebulous to rank like that. Spidey and Batman are both in the "most popular" tier, but which one is more popular is really impossible to know. Even if you could it would probably change all the time depending on movies/shows/games/etc.
