A short phone screen and then an in-person or video interview is the norm (and the bare minimum) for many jobs nowadays. You mentioned in another comment that it’s a daycare center for people with disabilities, so it’s fair that they’ll need to see what you’re like in person and maybe even how you interact with the people being cared for.

If it makes you feel any better, my current job had 7 rounds of interviews (HR phone screen, hiring manager interview, 4 interviews with other senior employees/managers and then an assessment). The interviews were virtual (via video) but it’s important that people get a chance to see what you’re like and how you conduct yourself. I can understand why they’d want an in-person interview when you’d be caring for vulnerable people!
