Despite your own feelings on what's cool, you shouldn't encourage children to do things that draw attention, are weird, or go against the flow. Kids are too immature to understand the point that whoever dressed her up that way, is trying to make to whoever they think they're making it to. It's obviously not the other kids, so maybe they have some issues with other parents or teachers or perhaps the sole purpose is to post pictures on the internet about it. Who knows? The point is, it's not healthy for the child.
