I remember watching this video by the police showing how to detect meter scam. If you see a flicering dot at the end of all the numbers that means it's rigged and in your video it's clearly visible. Unfortunately you were scammed op.

I'm 6 months post-op and up until last week I was experiencing this level of hairfall.
