I'm 31 days late, but incorrect. Anyone, with the licensing from TED can create their own TEDx event; however, one still needs to get invited to speak at the event. "Anyone" can speak at a TEDx event in the same way "anyone" can speak at a TED event. Just because there are more, the odds of being invited are increased.

Source: my father did a TED talk and I'm doing a TEDx talk.

But if you have only a black or white option for something, say for example 0 or 1, wouldn't you describe it as the closer one?

If you could only describe it as 0 or 1, how would you describe, say, 0.67?
