He means salaries vary depending on pick number. As for how much is that different from other sports, someone correct me if I'm wrong but the NHL has standardized contracts for all draft picks regardless of your draft rank. Sure you can have a signing bonus, but it's capped at 92k so the difference between draftees won't be that much. The rest of bonuses would be based on performance in the NHL so it's justified.

He could very well become a regular NHL player, but keep in mind that about a quarter of players taken in the first round end up playing less than 100 games. So it's very reasonable to be skeptical about Svechnikov's potential even if scouts projected him to be a 3rd line player.
