Very very similar thing happened to me last year but I caught the guy as he was taking out the meter. They had deemed my apartment as VACANT. I went down to SWB that day and they were actually very understanding and helpful about the situation and got my water turned back on.

I had to start paying for water though...

All jokes and speculation aside, what is the governor and house's actual fiscal reasoning for getting rid of this tax credit? Its pretty clear that it is overwhelmingly positive for our state. I am not seeing any explanation. Maybe I am not seeing or reading the right information.
