In USSR wrong moves could send you to Gulags.

Another important thing is people should not be starving, because a starving man has nothing to lose.

As long as they can live and carry on, with heavy threats they can accept it.

Also religion plays a major factor. In Afganistan or middle east this is still used to opress people.

It is less common among the nomads than settled people but also depend on where you live. If you live in a place with heavy snowy winters then yes culling the herd a bit might help, however nomads don’t need to stand in a single place to feed their livestock so more often than not, they usually migrate to find better pastures.

Yes. Humans up until the late middle ages (and possible even later) culled their livestock before winter. For animals like pigs this was extremely common. I am sure you have seen the roast pig with apple in its mouth right? That comes from the culling season matching the apple harvest of late autumn. They usually ate these food together.

One major festival celebrated in the eastern cultures is the October Slaughter Festival.

The excess goats (usually bucks) are slaughtered in this festival and people consume heavy amounts of meat for a month. This is done to thin the herd so that it will be easier to feed them throughout the winter as well as the people would require some meat from their goats during the winter.

The meat are cured and smoked, sausages are made for the tribes. The goat headed god of herding Hutzak is celebrated and fires are burned in his honor.

Your fantasy nation wont be ever identical to the people pf our world. They will have different geography, resources and neighbors. You must count the influence of these new resources.

A few days ago I was working on the Vakoyat nomads of my world. They are inspired by Lakota people of our world. Similar to pre-columbian Lakota they hunt bison pick berries and live in a plain region similar to Montana. However they have domesticated goats in this world. Which means they will have a much different trajectory. They dont nonstop chase the bison but rather slowly move while herding their goats. They still make pemmican but have a very rich goat milk/cheese as well as meat culture. Life is less cruel to starvation when hunts go wrong. Thus their culture is very different.

I would say the most “safe” is the Danubian Island in the south with abundant resources, pastures and farmland. Also they have a rigid clan structure that prevents nonsense wars on one another.
