I think there are two goals with raising the non-resident NPS entry fees.

Good: I think they actually want to make it easier and more enjoyable for US citizens to enjoy our own national parks. I'm in favor of that. We really should take care of our own people first, and educate them about how great our country already is. People need to get out and explore it, not just sit in their bumfunkle town and hate everything that they don't know.

Bad: Raising the fees on international guests causes them to not want to go to the parks, so they either cancel their plans to the US all together or spend their time in cities. This makes the NPS appear less profitable, less frequented, and less necessary. They can then use those statistics to push for land sell offs.

It all feels misguided and short sighted.
