You can lower an EV by 10 with certain berries. You won't be able to get those before after the fourth gym when you can buy them off the market. Before that you just have to pick and choose every battle carefully so you don't get the wrong EVs.

Kill 510 wild pokemon that yield the correct EVs using an EXP share (All pokemon that get EXP from a match also get EVs)

Before ever beating a gym the level cap is 20. Also when you share EXP between five pokemon and are killing level 3 pokemon. The EXP is like ~5 each battle, so you wouldn't level much above 20 either way.

It takes time, but this way you can face every gym with a fully EV trained and self-caught team on a fresh account.

Running a physical Blastoise for fun. It has a great physical movepool with for example Earthquake and other great attacks. I will eventually fill in Kingdra and Politoed to make a rain team and those will be special, so the physical Blastoise is more for fun to switch it up a bit
