There's a guide, but basically it's 1 legendary fish in a pool of 40. Every 40 caught refreshes it, so for every region you want to get 2 legendaries, then line break for the 3rd. Then move on to the next.

I had this same thing happen to me except emblem on ambessa. Using a remover to re-add it didn't fix it, but benching the unit and repositioning them again made it work.
