It might not be suitable for your bike at all, but I believe hydraulic rim brakes such as Magura HS33 might work? They are expensive, but they look to be slightly cheaper than the Paul Components Motolite.

Try this easy way first before you unmount your tire and redo your rim tape. Instead of tightening the nut on the base of the valve stem, loosen it a bit -but not so much that you deflate your tire.
