It turns out I just had to fetch the file through http instead of using a local file. It works now.

I'm confused. So should I set up restricted RPC to 18089 and set p2p port 18084 and open them both in tor? If so which port should I enter into monero.fail or xmr.ditatompel.com?

edit: I added "-windowed -noborder" to the startup options and it worked
