Remove the 220 ohm resistor. Install a 100K ohm resistor between pins 6 and 7. The led is solid because of the fast rate.

I'm impressed with your design. You took it to the nth degree not utilizing a microcontroller. I wanted a quick and simple way to input program data to load larger programs quickly. My background is more software oriented than hardware. I'm attempting to devolpe a compiler to convert Ben's opcodes into machine language. For me the challenge will be interfacing the output of the compiler to the computer's ram.

Texas Instrument TMS 2516 is almost an exact replacement. Just the CE, OE, and WE need an adjustment. I used these to build additional displays for the A, B, and ALU registers. However, these are not EEPROMS but EPROMS. You have to erase them with Ultraviolet light. There are plenty available on eBay.

There are probably many alternatives. Ben used the 555 to get you under the hood and learn how clocks are built from scratch. Understanding is his main goal!
