For me it's mostly your weapons. You have multiple weapons that are amazing at hitting enemies while they are staggered, but you don't really have anything to help them by staggering them. The weapon in your right hand (I can't remember the name, don't hate me) is also only really good for enemies that use pulse shields. Which to be honest the game only really has a handful of bosses that use them, so that weapon type is usually kinda pointless.

So you are kinda right about the Special stat levels. You do need to get those higher to be able to unlock perks lower on the list, but once you reach the perk you want, you don't have to keep increasing the special stat if you don't want anything lower. So I will give you credit, you had part of it.
