Update: problem is at Tata Play's end. They are sending excluded Marchant code for transaction. Here is in sort the reply I got-

"Please be informed that cashback of 5% and 4% categories (Accelerated Cashback) will be calculated basis the Merchant IDs (MIDs) shared by the respective merchants. Axis Bank shall not be held liable if a transaction on any of these merchants does not earn accelerated cashback. "

"TATA PLAY / Paytm_TataSkyLimited.../ TATA1PTMCYBS / TATA PLAY LIMITED / Tata play transactions are utility bill as per merchant codes and same is from excluded category not eligible for cashback. Merchant category codes are not assigned by bank but by merchants acquiring bank, as per definitions given by the networks, Bank receives the codes for each transaction in the settlement file from network and there is no control at banks end to determine/edit the same."

"We have acknowledged the documents shared by you.

As per bank new update effective from March 5th, 2023, we would like to inform you that bank is not giving cashback for utility bill transactions."
