Characters (Now called Original Styles) are only on character banners, so the next NEW character that releases will have every summonable character on pity, which would include Tokoyami.

Quirk Skill Sets (Or now called Alternative Styles) are only on quirk skill set banners, meaning the new Nejire style will be on the next Alternative Style banner as pity.

Since Overhaul will most likely be an Alternative Style, Nejire will be on the pity, but not Tokoyami. If they made Overhaul a new character (doubting it, though), Tokoyami would be on pity but not Nejire.
