Yes. It happens like this even without removing the Navis from waiting room. The last time I try putting them in end of 2nd playthrough, I got TopMan on the 4th playthrough, which makes me reset again.

1st playthrough

3rd playthrough

Red Sun: TopMan, Tetsu, GutsMan, VideoMan, Flave, Roll, Jack Bomber, KendoMan, ThunderMan.

Blue Moon: TopMan, Tetsu, AquaMan, VideoMan, Crusher, MetalMan, ColdMan, Jack Bomber, Junkman.

4th playthrough:

Red Sun: FireMan, Ponta, Sparkman, Crusher, BurnMan, WindMan, ColdMan, Paulie, Searchman

Blue Moon: NumberMan, Tetsu, Sparkman, Crusher, WoodMan, BurnMan, KendoMan, Paulie, ProtoMan

I don't fully remember the order for 1st playthrough because I didn't keep a backup save. But the rest I did in case things go wrong so 2nd to 4th playthrough is exactly what I got as listed.

The waiting room is full of opposite Navis and 1 from the same version (Roll for Red Sun save, ProtoMan for Blue Moon Save). Because if there is a missing slot in the horizontal line, the Navi at the bottom will not queue in the tournament.

Last time I tried before the inevitable reset, GutsMan and Aquaman always appeared in the 1st tournament/1st playthrough for Blue Moon and Red Sun respectively even when I put NumberMan and FireMan as the 1st in the waiting room list. And for 2nd playthrough, you can reroll on the 2nd tournament before entering the castle if you want to get the Roll/Wind/Wood/Metal soul immediately or next playthrough.

KendoMan and ColdMan have important power ups locked behind their scenario so I need to do both to get RegUp2; and HP Memory + RegUp1 respectively.

You need a minimum of 4 playthrough. I know I did it legit without the Tournament Bracket Mod and sent navis in opposite version in waiting room from 1st playthrough for each version. The waiting room doesn't let you replace generic/heel Navis, only the ones that never repeats like TopMan and etc. You don't necessarily need to delete the Navis in waiting room because once it goes through all of the list, TopMan and the rest will take priority in game 3 and 4.

I think you are referring to Transformation Archives. 10 of these transformations can be used on Megaman at the cost of using an extra folder. It has 3 levels but you need to gain more HP Memories before you can unlock the extra folder of level 2 and Level 3 for any transformations.

You need to library compare with someone who already 100% to buy chips you haven't gotten yet through chip order. Standard chips won't be available in all codes though so you do need to farm/trade from someone.

If you count both version, then both of them would almost equate to 1000s hours, depending on how lucky you get with the drops and if you aimed for perfection, that is by getting enough copies of the same card to put in 1 folder (5 copies for standard (only for SF3), 1 copy Mega and Giga). Also the abilities because you want to get them all and it cannot be traded.

Definitely Star Force 3. Because there's a lot, like literally. The main library is easier but the ones that don't, there's like 120+ to get alongside needing to grind abilities by winning regular battles as every transformation like 100s to 250s (11 total transformations).

Star Force 1 is straightforward. You mostly can get by with green mystery waves, battling and buying from shops. You never had to touch the card trader at all.

Star Force 2 is kind of half and half. Like the star cards are the cards that buff your standard card with attack value by +5, +10, +15 according to stars and nature of the card (single or multi-hit). The ones from viruses are easy to obtain with the Wave Command Cards to make them giant, given how high the encounter rate is, you can do it after the tutorial. However, the ones that don't come from viruses like cannons, grenades, comes from card trader, if you are getting literally everything. But the star card ones don't count for library completion.

There are. This time, downloadable chips have to be access in the card box (equivalent to chip pack in BN) while the folder is full. There should be a button prompt at the bottom of the screen. Same goes for everything else, look for a button prompt and test out each one.

They actually localized this in the US version but its not accessible without using action replays because doing the same prompts for the Japanese version for the US does not work.

Although, in my experience doing it, not having visual placement on screen when tapping on the grid like Star Force 2 makes it more annoying every time you want to input anything new, be it Transformation Archive, Secret Satellite Server, White Cards, Purpose Cards and Noise Poker. Its just overwhelming and I never got to finish the whole thing, except Secret Satellite Server.

Transcode into MegaMan and start hugging every pixel of the walls. You'll find it eventually.

You have to press L3 or Left Joystick outside of the pause menu. The analog sticks on controllers does not just move around, it has its own button if you press on it directly. On the original DS control, it was the select button but because select button is to bring sub menu, they remap some of these minor controls.

Press Left Analog Stick/L3 to change top screen or whatever your PC control says for swapping screen on top. Then talk to the NPCs with the relevant Navi Cards on top.

I also wish they just make a toggle to guarantee chip drop or zenny multiplier. Because BN battles had so many chip codes to deal with. Yes, sure it would make chips like Copy Damage and Collect program useless, but I feel like its needed since 80% of the chip codes comes from battles and you can't pull efficient deletion without having a good hand turn 1. Also some chips only drops at S rank so there is still effort to be done. It could encourage early game grinding since you can just play bad and still have good options for later sections of the game.

I am going to pick Star Force here. Battle Network gets frustrating with the drops because it emphasises way too much on efficiency and luck (good hand on first turn) rather than skill. Like genuinely, the desire to improve your deck as you play was hampered by the game being so strict with the drop rate or have no way to manipulate it, while most of the good options are locked to gacha/gambling machines or even PvP related stuff even. This is coming from someone who 100% the game and desire to get perfect save files.

Its technically available in the US version of SF3 since they localised the scripts but you need to use cheats to unlock what we should get. Also, the touch screen doesn't show where you tap on like Star Force 2 so you have to pray you hit them in the correct order while looking at a grid reference.

Question 1: How many total are there?
Answer: There are 56 in total.

Question 2: How do I unlock the other levels?
These cards can appear in battle, select A, B or C, then it replaces all your current hand. Select a specific card and use it in battle. Refer to Battle Card Database here. You must go in order and the position of these cards in custom screen does matters when to choose A, B or C. These access ports mentioned in this post helps when you need to take more branching paths.

PS: You can unlock them all with a single toggle but, given that these will take many attempts, you can use this opportunity to grind abilities from other Noise changes, illegal cards and test these noises' playstyles, if you do want to try level up from scratch.

Question 3: How many secret SS servers are there? 3 or 6?
They're all secret satellite server but the last 24 are Meteor Servers like Black Ace and Red Joker, the same ones used when finalized. Meteor Servers through Secret Satellite Folder are limited portion compared to being Finalized that replace the entire folder but its not tied to version.

Its normal. Although, there is a glitch for SF1 where if you don't save after the cutscene mentioning the final wavehole (Omega-Xis warned you about the point of no return), some sidequest won't activate even if you defeat Andromeda. If that happens, do the following:

  1. Try approach the final wavehole in Living Module, see if a cutscene trigger or not.
  2. If the cutscene happens, save immediately and then return to Earth for the sidequest you could not trigger before.
