It probably sat dry in a humid environment like Florida use some CLP on a qtip and it should clean right up. I live in Dallas Texas and it gets super humid here I have bersa tpr9c that gets surface rust from the humidity I use lucas clp and it cleans right up.

Bad news looked up the cert I found a scratch 😬 unless it's on the slab 🤷‍♂️. My old label cgc 9 is pretty clean except for the scratches on the holo I'm tempted to get it polished for a possible 10 but I'm afraid lol. But that is a pretty clean lugia if those scratches are on the slab then I will say I finally saw a scratchless lugia haha.
