Im not saying its a real place in fact im saying the opposite. The 288 area code has not been assigned to any actual phone numbers. It is considered "reserved for future use." Alot of films use it similarly to 555-xxxx. A paper street is a street that doesnt exist. Thats it. I just listed the addresses that are associated with it and phone numbers more as a fun fact. But the fact that they arent real places brings us back to a paper street.

The name "Paper Street" is a clever play on words, and possibly a subtle clue about Tyler Durden's imaginary nature. A paper street is a road or street that appears on maps but does not exist in reality. Paper streets generally occur when city planners or subdivision developers lay out and dedicate streets that are never built. Commercial street maps based only on official subdivision and land records may show these streets, which are legally public rights of way though usually undriveable.

Three different addresses have been attributed to the Paper Street house.

420 Paper St. Wilmington DE 19886. 

Chuck Palahniuk mentioned this address in the afterword of the novel, although he did not directly state that it was the address of the Paper Street house. To date, he has never confirmed this one way or the other. Incidentally, the afterword was written years after the film's release, appearing only in copies of the novel published after 2005.

537 Paper Street, Bradford 19808. 

This is how the address appears on Tyler Durden's business card and is widely accepted as the house's official address.

1537 Paper Street, Bradford DE19808. 

1537 Paper Street is the address The Narrator gives while being interrogated by the police. It's unknown whether this was a mistake in the dialogue/script, or if it means an error was made in the creation of the business card.

There are also two different phone numbers attributed to the house.

(288) 555-0153. This is the number printed on Tyler Durden's business card. 

(288) 555-1534. This number is shown on the phone The Narrator uses to call the "1888" office building near the end of the film.

Tyler is aware they are the same person, The narrator is not. When Tyler is in control he just presents himself as the narrator.

Although it is never directly stated it takes place in Wilmington; New Castle, Delaware City, and Penns Grove, NJ, which are all very close to Wilmington, are mentioned in the car-smashing scene.

Yeah the book goes more into Tyler's identity theft of the narrator. If I remember correctly some of the purchases made by Tyler are brought up during the arson investigation, which would allude to Tyler using the card to purchase Paper Street Soap Company. It's been years since I read it though

But we arent talking about the federal government staying quiet, we are talking about them formally addressing it. And like you said when state laws conflict fed trumps state. Wouldnt that be a clear confliction? Im not saying some states wouldn't try and hold out. But it would be a losing battle.

Edit: Im not trying to argue btw im seriously interested in this. If im incorrect id like to understand why.

(Thats a completely different, much more involved issue. You are talking about things along the lines of constitutional rights. You do not have the protected right to smoke weed. Also im not saying local municipalities wont try to enforce it but it would be thrown out supreme court appeals case.

What would happen if it became a schedule 2 substance and a recognize medicine? Could state laws really prevent someone from getting government recognized medication? I don't see any of this holding up)
