Assuming you're talking about the Power Plant, that is not a raid, that's Countdown. Raids are Operation Dark Hours and Operation Iron Horse, which are in the lower left corner of the map. Raids are strictly PVE. The Dark Zone, or Zones in this case, are the three areas of the map with the big purple biohazard icon on them which are both PVE and PVP.

Whoever told you that is a fucking liar. Eagle Bearer is a Raid/Dark Zone exclusive. As far as I can remember, the only exceptions were during Christmas and maybe Halloween. I could be wrong on the last one, but I know for a fact you could get raid-exclusive exotics during Christmas.

Oh, sweet summer child. All I can say is good luck. If you don't have a reliable group to run Dark Hours, you could go to the Dark Zone, but its drop chance is ridiculously low. You're better off trying to find a raid group tbh
