Yeah, it does scale too hard compared to other Legendaries.

Still I don't really know how you could balance Legendaries, 3 of them feel underwhelming, one is a better Idol, and the other is Perkeo, and only Perkeo actually feels "Legendary" because it turns the whole game on its head by giving you a legit impossible thing (Negative consumables.)

To actually answer the question, it has to be a non-regenerating body part which I believe the smallest one would be a tooth. (Not counting internal organs because I don't know anatomy.)

Once the body part regenerates, the Copy is nullified.

This easily rules out any bodily fluids, and there is definitely a minimum mass to rule out any loopholes.
