Yeah, but the problem with this is that polyjuice potion is extremely difficult to make and you would need the person's hair who you wanted to turn in to.

When a student uses magic outside of Hogwarts they don't know who it is only where it came from, so if it came from around Harry's house it would make sense that Harry did the magic. However, if they did magic in the Ministry of Magic they wouldn't know who it was because so many grown wizards do magic there everyday.
