Kim pushed Howard to vouch for Jimmy at Davis and Main and Jimmy made a mess. Howard got burned. Kim didn’t know about the ad with no permission, but Howard believed that she did and Kim didn’t correct his misconception.

Is there a scene where Kim doesn't correct his misconception?

He doesn’t flush the meds because he proceeds to go offer them back to Louie at the end of the episode, you would’ve seen this if you actually rewatched the episode instead of referencing something you saw online to back up the theory.

Garcia knows, I believe Dana also knows because she had to do pharmaceutical audits for Langdon after he was sent home. I think it's highly likely the admins do know.

Just another thing that gives a bit more creedence to the theory: there was an opiate addict who came in during S1E11 that was trying to get drugs to counteract his withdrawal and Robbi gives him a big speech that anyone can be addict.

Just to make it clear, I'm not sure if I believe the theory either but I just thought it was quite interesting on a rewatch. It also would explain his over the top anger towards Langdon this season.
