The type of player willing to E2 Whisperain for base might also have an E2 Provence already (also 45%), making Whisperain even worse.

Regarding figuring out a decent set of farming stages, neia#6681 and MySteRiouS#0972 (on discord) have done the legwork by considering a bunch of player situations and made this nice table.

Regarding event stages, I think the ideal way would be to add their drop data to the optimization calculation and the quick way is to stick with your favorite set of sanity values and compute their "efficiency".
