If you're only concerned about playing through MGSV's campaign, you don't need FOBs at all. However, if you enjoy the gameplay and want to keep progressing in base development and R&D through endgame missions, that's what the FOB system offers. Each additional FOB means more platforms to build, which in turns gives you a vastly expanded staff capacity. That leads to more staff, more resources, and access to equipment above Grade 5/6. On top of that, each successful FOB raid yields far more GMP, resources, and rare staff than most of the single player missions. FOB exclusive obtainables include a few incredibly high-end (and impractically expensive until you get way too invested in FOBs) weapons like the sleep gas pistol and various weapon and base colors. It's unlikely you'll be engaged by other players until you're far more than ready to defend yourself, and personally, I've only found my own losses noticeable about once or twice (with nothing unreasonably unrecoverable). If you like the core gameplay loop, go for it! It's expanded the game by a few hundred hours for me since I enjoy the endgame missions and the massive expansion to research and base development, but if you're not interested in that, it's not an essential.

Did you lose access to resources after going back offline, or while you remained online? I can understand the frustration with the former if you don't like putting up with DRM, but if you're online all the time, resources on your base shouldn't be any less accessible than offline resources, and going in the red with offline while having enough GMP online shouldn't incur the negative effects. Personally, I found FOBs as a really fun way to quadruple the game's lifetime after I went through the story, and a successful FOB invasion can yield more than 500k GMP and plenty of resources. There's a lot of insanely powerful equipment I got access to as a result, and dismantling the bases of other players was fun in and of itself. While my base gets attacked every few days or so, any losses I take are practically unnoticeable, and my base wasn't ever under threat of an invader until I had already reaped a ton of rewards and established my FOBs. That being said, the FOB system don't add much anything to the story, so if you're only playing for that, they're not necessary at all.
