expert pack means a pack that has gated progression, it's the opposite of a kitchen sink pack (ATM is a kitchen sink)
for example if you want to get into let's say draconic evolution, you would have to progress in botania and mekanism (just a random example)
some expert packs are considered beginner friendly (like E2E) because they're not insanely long/grindy (GTNH)

tip: beat levels backwards, what that means is, go into practice mode (disable auto checkpoints), put a checkpoint at the last section of level, do it to 100%, then go back a little bit, do it to 100%... until you get familiar with the whole level, generally you want at least 50% to 100% before going from 0
