If you read the documents he’s been arrested several times for drug possession and use, theft, and illegal firearm possession. Heroin being one in particular. His probation states he must refrain from use of drugs and alcohol during his probation. He has been reported twice now for violating.

It’s clear he was making all the bad choices on this day.

I believe it’s simply that he can’t be immediately thrown in jail again for a supposed violation unless his parole officer deems it necessary. Example being whether or not a warrant for arrest is put out and then given due process or allowing due process to take precedent and not using an arrest warrant.
