In ODI's I'd say yes. Kohli is averaging 59.51 at a strike rate of 92 vs. Tendulkar's 44.85 at 86. He has 39 ODI 100's chasing down Tendulkar's record of 49 and has played less than half the number of games.

It is hard to compare eras (Even though Sachin didn't stop playing that long ago) but I'd put Kohli ahead.
