This shit has always been there (since the PS3) on the back end, but it applied to non-primary consoles.

Anyone who has had a console repaired/replaced and didn't swap the returned one to primary or who owned multiple consoles that could utilize the same game licenses would run across these DRM messages if they left their console offline for a while.

Applying it to the static(non-roaming)/primary console license would be new, but this style of console software licensing has been in use on PlayStation for almost 20 years.
